PSW recruitment Canada: where to find qualified candidates

PSW recruitment Canada: where to post, how to verify Ontario and BC certification, and the exact hiring sequence that fills shifts fast without costly bad hires.

What to take away

  • Post where Canadian PSWs actually lookJob Bank, provincial health authority career pages (such as Ontario Health atHome, Vancouver Coastal Health, Fraser Health, Alberta Health Services), and college PSW program boards (including Humber, Centennial, Conestoga), not US-centric aggregators.
  • Verify credentials before interview. British Columbia runs the BC Care Aide & Community Health Worker Registry; a name that does not appear is a stop sign. Ontario announced a PSW registry in 2011 — check its current status with the Ministry of Health before relying on it.
  • The step that decides the result is the paid working interview, not the resume screen.
  • When a posting returns nothing in two weeks, the fix is the wage band and the shift pattern, not more boards.

What has to be true before the first step

You need a wage band you can defend, a shift pattern you can actually fill, and a clear answer on whether the role is employee or contractor. Most Canadian agencies hire PSWs as employees, which triggers source deductions and overtime obligations under provincial employment standards.

Confirm your provincial rules first. Ontario's overtime and hours provisions are in the Employment Standards Act, 2000. The Ministry of Labour publishes a plain guide to overtime pay calculations.

If your agency operates in BC, licensing requirements differ from Ontario's, and the credentialing route is not interchangeable. Our walkthrough on PSW hiring rules in British Columbia covers what the provincial regulator expects before a worker takes a first shift.

The sequence

  1. Write the posting around the shift, not the job title.State the hours, the travel radius, and whether mileage is paid. PSWs screen out vague postings faster than any other healthcare group.
  2. Publish to Canadian boards first.Job Bank, provincial health authority career portals (like Ontario Health atHome, Vancouver Coastal Health, Fraser Health, Alberta Health Services), and community college PSW program boards (including Humber, Centennial, Conestoga) carry the candidates you want. US aggregators rarely hold a Canadian credential field.
  3. Screen for the registry entry. For British Columbia, search the candidate's name in the BC Care Aide & Community Health Worker Registry. For Ontario, confirm whether a current public registry exists with the Ministry of Health before screening.
  4. Run a structured phone screen of 15 minutes.Ask about the last client who refused care and how the candidate handled it. Score the answer against a written rubric.
  5. Do a paid working interview of one supervised shift.Pay the provincial minimum at least. Watch hand hygiene, transfer technique, and how the candidate talks to the client.
  6. Check references from the last two supervisors only.Peer references predict very little.
  7. Make the offer in writing with the schedule attached.Verbal offers collapse when a competing agency calls the same day.

The step that decides the result

Step five decides everything. A resume and a phone screen cannot show whether someone will stand behind a walker for twenty minutes without rushing the client.

Working interview pass criteria

  • Hand hygiene before and after contact
  • Transfer follows care plan unprompted
  • Client left positioned safely
  • Two of three correct is a pass
  • One or none is a no

The check is visible and countable. During the supervised shift, record three things: whether the candidate performs hand hygiene before and after each client contact, whether the transfer follows the care plan without prompting, and whether the client is left positioned safely. Two out of three done correctly is a pass. One or none is a no.

This is also where you find out whether the candidate reads the care plan at all. A PSW who skips it will skip it on an unsupervised night shift too.

What to do when a step goes wrong

The common failure is a thin applicant pool. The named recovery is a wage and shift review, not a wider posting. Pull the last twenty applications and count how many were lost at the wage question. In most Canadian markets the shortage is not applicants, it is applicants who will accept the shift pattern on offer.

If the registry check fails, do not proceed on a promise to register later. Give the candidate a date and re-check. For a broader look at how pay bands move applications, see our guide to caregiver recruiting in the GTA and Vancouver.

If the working interview fails, log the specific behaviour that failed. That record protects you if the candidate later disputes the outcome.

When to stop and hand it to a professional

Hand the file to an employment lawyer when a candidate disputes classification, when a rejected applicant alleges discrimination, or when you plan to hire a caregiver from outside Canada. Immigration pathways for caregivers change frequently; consult an immigration lawyer before proceeding.

Stop and get advice before you run a criminal record check yourself. Handling that information carries privacy duties, and the general principles behind background check processes explain why the rules vary so much by jurisdiction.

Common questions

Where do Canadian PSWs actually look for work?
Job Bank, provincial health authority career pages, and college PSW program boards. Aggregators built for the US market rarely carry Canadian credential fields.
Do I have to check a registry in every province?
No. British Columbia runs the BC Care Aide & Community Health Worker Registry. Ontario's registry status is uncertain; verify with the Ministry of Health. Other provinces rely on employer verification alone.
How long should a paid working interview be?
One supervised shift is enough to score the three behaviours. Anything shorter and you are guessing.
What if the posting gets no qualified applicants?
Review the wage band and the shift pattern first. Most empty postings are a pay and scheduling problem, not a board problem.
