Veteran caregiver recruitment: building a US home care hiring pipeline
SkillBridge, base transition offices, state aide registries and FLSA classification rules for a veteran caregiver recruitment pipeline at a US home care agency.
What to take away
- SkillBridge lets an agency train a service member for up to 180 days before separation, which moves recruiting from job boards to installation transition offices.
- Medicare requires 75 hours of home health aide training, including 16 supervised practical hours, and most veterans arrive without that credential.
- Base transition offices, Hiring Our Heroes fellowships, and American Job Centers cost little to work and produce candidates with clearances and reliable transportation.
- One misclassified 1099 caregiver can trigger back wages, so run each veteran hire through the FLSA economic realities test before the first shift.
How SkillBridge builds a 180-day veteran caregiver recruitment window
The Department of Defense SkillBridge program lets a transitioning service member spend the last 180 days of active duty inside an approved civilian training program. The military keeps paying the member during that window, so the agency trains a future employee without payroll cost.
Approval runs through the installation education office and the service branch, not through the employer alone. Hiring veterans as caregivers works best when the agency controls the training calendar from the start.
SkillBridge 180-day pipeline
- File with branch SkillBridge office
- Submit written training plan
- Sign participant agreement, cap 180 days
- Convert to W-2 on separation date
Base-community outreach that fills the top of the funnel
Transition Assistance Program classes run on most large installations and are mandatory for many separating members. Ask the transition office for a five-minute speaking slot at the next class. The practical detail is set out in What a home care agency hire.

Base outreach is one of the cheapest US home care workforce shortage solutions available. The BLS Occupational Outlook Handbook projects home health and personal care aide employment to grow much faster than the average for all occupations.
The Air Force and Navy also run virtual hiring events for members who have not yet moved.
Credentialing a veteran caregiver: training, registries, and GI Bill funding
Medicare Conditions of Participation at 42 CFR 484.80 require 75 hours of home health aide training, including 16 supervised practical hours, plus 12 hours of in-service education each year. Personal care aides have no federal training minimum, so state rules set the floor.
Home health aide training requirements
- 75 hourshome health aide training
- 16 hourssupervised practical training
- 12 hoursin-service education each year
Most states also run a nurse aide registry and require a competency evaluation before an aide can work at a Medicare certified agency. Veteran caregiver training and certification is the slowest part of any pipeline, so budget the weeks it takes.
Veterans who served as Army 68W combat medics or Navy hospital corpsmen often need a short bridge course rather than all 75 hours. Some states grant credit for military medical training after a skills review.
The GI Bill can cover approved non-college degree programs and on-the-job training. That funding pays a monthly housing stipend while the veteran trains, which narrows the wage gap during onboarding. Confirm the school or apprenticeship is approved before enrolling.
Example: a 90-day onboarding calendar for one veteran cohort
- Days 1 to 30contact the installation transition office and file SkillBridge paperwork.
- Days 31 to 45interview candidates, start background checks, and confirm state registry steps.
- Days 46 to 60begin classroom hours and assign a field preceptor to each trainee.
- Days 61 to 90complete supervised practical hours and book the competency evaluation.
- Day 91extend a W-2 offer and build a caseload within 20 miles of the base.
Screening, classification, and pay rules for veteran hires
Background check requirements differ by state. Some require fingerprint based checks through the state repository and the FBI, while others accept a name search. Keep results in a file separate from health information, because privacy rules limit who inside the agency can read either one.
The FLSA economic realities test decides whether a caregiver is an employee or an independent contractor. An agency that pays aides per visit as 1099 workers usually fails that test, because the agency sets the schedule, the rate, and the client.
Overtime applies after 40 hours in a workweek at 1.5 times the regular rate. Travel between clients during the workday is generally payable, while commuting to the first client is not. The IRS standard mileage rate for 2025 is 70 cents per mile when an aide drives a client.
Where military spouse recruitment fits
A veteran pipeline stalls when a member gets orders or a medical hold. Spouses already live near the base and often need hours that match school schedules. Base-adjacent scheduling covers both groups with one recruiter.
The Military Spouse Employment Partnership and the tactics in our guide to recruiting military spouses show how to structure that side of the calendar.
